The Embassy of Japan in Armenia is seeking an External Consultant for the Grant Assistance for Grassroots Human Security Projects (GGP).
Application Period: 23 December, 2025 (TUE) – 23 January, 2026 (FRI)

Type of Contract: Individual Contract
Contract Duration: 1 April, 2026 (WED) – 31 March, 2027 (WED)
(with a possibility of extension up to 3 years, based on the agreement with the Embassy)
About the Grant Assistance for Grassroots Human Security Projects (GGP)
The Grant Assistance for Grassroots Human Security Projects is a scheme that provides grants to projects implemented by NGOs and local governments that directly benefit residents at the grassroots level.
In recent years, Armenia has been implementing approximately 3-4 projects annually under this scheme.
Responsibilities
The External Consultant will work under a consultancy contract with the Embassy and will be responsible for part of the Embassy's work related to project formulation, implementation, and follow-up of GGP. The Consultant will constantly share information with the responsible officer and work under the officer's instructions, along with another Japanese consultant.
General Tasks
1. To receive applications and manage data related to applications
2. To technically review applications from applicant organizations
3. To facilitate the implementation of ongoing projects and coordinate with recipient and implementing organizations
4. To monitor past and ongoing projects
5. To communicate with GGP applicants and implementing partners
6. To prepare reports and various materials related to GGP
Specific Project-Related Tasks
1. To conduct preliminary field surveys to confirm project background, content, maintenance systems, implementing capacity of recipient organizations, and aid trends of other donors
2. To conduct monitoring visits during project implementation (progress monitoring based on interim reports submitted by recipient organizations to ensure proper project operation, including construction progress and procurement status)
3. To conduct project completion confirmation visits based on completion reports submitted by recipient organizations
4. To conduct follow-up visits for completed projects (in principle, 2 years after project completion)
5. To assist in organizing GGP-related ceremonies (grant agreement signing ceremonies, handover ceremonies, etc.) including setup and photography
6. To conduct outreach activities to local NGOs to promote understanding of GGP
7. To support other GGP-related tasks
Requirements
Essential Qualifications
· Armenian Nationality
· University degree (Bachelor's or above)
· Proficiency in English and Armenian languages
· Computer literacy (Microsoft Outlook, Word, Excel, PowerPoint, etc.)
· Minimum 2 years of professional experience
· Excellent communication skills
· Good mental and physical health
· Punctuality
Preferred Qualifications
· Work experience in diplomatic missions, development consulting, NGOs, or other organizations with practical experience in international cooperation
· Individuals with high motivation, understanding of others, and the ability to work actively and patiently
· Interest in and willingness to learn about Japanese people an culture.
Terms of Contract
· The salary is expected for approximately 350,000-450,000 AMD per month (to be offered based on qualifications and experience of the Consultant).
· The Consultancy, by nature, is not an employment provided by the Embassy of Japan. The Embassy commissions the Consultant to perform tasks related to GGP and the Embassy pays a fixed monthly fee for the service.
· There is no definition of workplace and working hours under the Individual Contract, however, the current Consultant is expected to work at the Embassy on a daily basis under the following condition:
· Workplace: Embassy of Japan in Armenia (with local business trips as necessary)
· Working hours: 8:45 – 17:30 (break 13:00 – 14:00)
· Day-offs: Weekends and Embassy holidays
