Grant Assistance For Grassroots Human Security Projects (GGP)
The Government of Japan invites to apply for the Grant Assistance for Grassroots Human Security Projects (GGP) in fiscal year 2021 (April 2021 - March 2022). Reflecting the Japanese Government's strong commitment to uphold the concept of "Human Security", GGP program intends to contribute to improvements in various fields including education, health, infrastructure, as well as other sectors.
The overall goal of GGP is to enhance the wellbeing of people at the grassroots level, based on the concept of human security. The GGP is commonly referred to as “KUSANONE” in Japan. “Kusa” means “grass” and “Ne” means “roots” in Japanese.
Within 21 years of its work in Armenia - from 1999 to 2020, the GGP of the Government of Japan funded 81 projects, in total amounting to USD 6,102,678 .
Brief Information about the Grant Program
A. Maximum Grant Amount | JPY 10,000,000 (approximately US$ 92,592 in FY 2021. However, the projects with less budget and more beneficiaries would be welcomed |
B. Implementation Period | No longer than 12 months. |
C. Geographic Coverage | Within the territory of Armenia (We do not accept any applications from outside of Armenia. For Applicants who do not base in Armenia, please contact the Embassy of Japan in your country or region. GGP is offered in 141 countries all over the world). |
D. Mandatory Experience | Minimum 2 years of legal and practical experience |
E. Eligible Recipients (applicants) | Non-profit organizations, including: ●Non-Government Organizations (NGOs: including International NGOs working in Armenia) ● Local Municipalities ● Educational Institutions ● Medical Institutions. Note 1: Recipients shall have minimum 2 years of activities with stable financial status (If you think your organization lacks of experiences, it would be recommended to find partner NGO (organization) those who have accumulated more than your organization has and that organization would apply for the GGP to complement the lack of the experience of your organization). Note 2: Although local governments including municipalities are eligible for applying, the value-added tax (VAT) is not exempted under the current legislation. In case they would like to apply, we recommend to find a partner NGO which will be the applicant of the GGP so that the VAT will be exempted (Otherwise, the local governments or municipalities will be requested to cover the additional 20% of the GGP total budget by their own expenses as the VAT). |
F. General Categories /Components that GGP can Finance | Mainly GGP supports hard components such as provision of equipment and building/renovating facilities for specific purposes. Project Focus Areas | ● Education: Preschool/Primary/Secondary/Tertiary Education, Special Education & Inclusive Education, Child Protection, Vocational Training, Teacher Training, Capacity Building & Intellectual Development ● Health: Primary Health Care, Neonatal Care, Rehabilitation for People with Disabilities, Reproductive Health, HIV/AIDS, Health and Nutrition, Prevention of Communicable/Non- communicable Diseases ● Infrastructure: Improvement of Community Lifeline, Universal Design, Disaster Prevention, Environmental Protection, Renewable Energy, Water Management, Waste Management, Transportation Reinforcement ● Others: Social Welfare & Service, Social Protection of Vulnerable Population, Gender Equality, Mine Risk Education, Refugee Assistance, Vehicle Provision, Rural Economic Development Note: The priority is given to the projects which are in line with Japanese Assistance Policy for the Republic of Armenia. H. Main Selection Criteria | ● Capability of the proponent (including track record, financial management capacity, implementation capability and monitoring system, etc. We expect the candidates to have completed several projects similar to GGP previously; for example, in terms of the budget, fields, duration and beneficiaries.) ● Project feasibility ● Appropriateness and cost-effectiveness of the requested grant (Although it is just one criteria of the whole selection processes, we typically regard the less budget project with more beneficiaries as good applications.) ● Necessity, urgency and impact ● In general, we expect all applicants to support around more than 100 direct beneficiaries (excluding the indirect beneficiaries such as the family or staff members of the direct beneficiaries), though depending on the projects. ● The projects which may diversify our supported areas and activities would be welcomed. For more information, please find the downloadable material “GGP Presentation (PDF)”. ●As demonstrated on page 9 of the “GGP Presentation (PDF)”, the GGP primarily supports the hard-component oriented projects such as the provision of the equipment and/or establishing/renovation of the building/facilities. ●In contrast, we do not support the soft-component oriented projects. They might be; for instance, training, capacity building, workshop, survey, research etc. The project with good combination of hardware and soft component (*budget of soft component is approximately less than 30 percent of total amount) are acceptable. ● Similarly, the GGP does not finance the consumables (including foods and drinks during events), small fixtures (such as office supplies), running (including utilities), maintenance, transportation and human resource costs as those components are difficult for us to trace how they impact on the beneficiaries after the completion. |
I. Language to be Presented | All the required documents must be presented in English. |
J. Deadline for the Application | Application for FY 2021 is currently opened and the deadline is 30 June, 2021. (For FY 2018 and 2019, we had set the deadline at the end of June. However, we have changed it for this FY under current social circumstances.) |
K. How to Apply | 1. Prepare an Application Form with all the required attachment. 2. Upload your application package to an online data storage (such as Google Drive, WeTransfer, Dropbox and etc. Particularly, WeTransfer would be preferable for both your and our conveniences. If you compress the files, please make it “.zip” rather than “.rar” or other compress formats as we can open “.zip”files without problems). 3. Submit by sending a link to <embjp@yv.mofa.go.jp>. (The reason is that our email accounts cannot receive emails with attachments of which volumes are 10 MB or larger than that.) |
